I can't find an article to confirm but I'm 90% certain I've read that was the case.is that true because i thought they could not be paired at any stage.

So they are just hoping they never get a situation where they end up meeting in a final.

Why does this NOT surprise me. Apparently, the ball heater was deemed surplus to requirements after we got past Madrid. The cartel realized they couldn't count on a mechanism to eliminate City. So they will just inform us that we will play in the 3 furthest places in the group stage with other speed bumps along the way yet to be determined.
