The programme starts at 16:30 on Sky Sports News with the draw at 16:45 (Or 17:45 CET), but don't be surprised if they run later.
Not sure where you can watch online, maybe:

We always seem to get a german team so it's gonna be Bayern I reckon, I just hope we get Barcelona it would be top to watch city play them at the etihad, and it would a good trip over to Spain.
