I haven't tried to justify anything, but what you think I've said is both wrong (not what I've said), and from what I can gather makes zero sense. It's an awful sentence/paragraph.

FYI, I was intending to travel to Istanbul but if it moves to Wembley I might flock there.
 
It could of been a bit more neutral venue (Portgual) but I have no problem with Wembley.
 
No, I don't envisage that happening due to the fact that the League Cup final tickets were sold in the conventional way.

One thing that may be fairer might be to say that fans have a choice of Everton or the CL final. Given that it's likely fewer than 17,000 City fans will be the aggregate attendance at both, the idea that some can go to both and others to neither would be a bit unfair.
I’m afraid I completely disagree. I might get to go to the CL final due to high points built up over many years plus cup scheme (as with any restricted supply game), so if I also get a chance to go to the final game and see the trophy presented I want to be in with a chance at that too.
Taking the example further should those who went through all the hassle and mither of the Carabao cup final be excluded from this too when postcode lottery aside any season card holder could have gone but only 2000 bothered?
