HAdn't thought of that. Very good point. And moving the final sends the opposite message.I think the government/Erdogan wants this to be proof that Turkey is open for tourist business this summer after their current lockdown, and it's safe and OK to go there on holiday.
So it's value as a PR move could be in the billions if it just nudges up tourism business a few %.
Also there's a lot of pride on the line with Erdogan, I suspect he's more likely to make it 50% or even 70% capacity rather than give it up to another country, but maybe that's unfair.
