Can’t understand why Cardiff isn’t an option when it hosted the final as recently as 2017?
Cardiff is the most neutral venue and equidistant to both clubs, within a few miles and both circa three hour journey. What's not to like?it annoys me that people think its ok that Chelsea fans just pop out of the front gate and catch a bus while for City fans it can still be an expensive weekend. If they move the game then Villa Park is fair to everyone, although I expect uefa's corporate parasites won't be happy with it.
EFL has already said they’re open to moving venue.

It's all speculation, but the reports I've read seem to suggest that only the following is possible and the state of play is:
* Lisbon, Budapest and all UK grounds other than Wembley have been ruled out.
* The EFL will move the play-off final to allow both teams to train the day before and have the CL final at Wembley.
* Special dispensation will have to be granted by the UK government in one of two forms: quarantine exemptions to people travelling to England for the game; or, quarantine exemptions granted to the two teams and small numbers of press figures upon return to England.
* The Turkish authorities will be due compensation to the tune of £20m if it is moved to Wembley. UEFA would ask both competing sides to forfeit prize money in order for this to be paid.
With all this in mind, you would have to think that the final remaining in Istanbul remains the favourite.
