Also what is the reason for drawing the semi finals at the same time as the quarters? I don't see the point.

It's down to time.
There are only two weeks between the QF second legs and SF first legs which is cutting things fine in terms of people making travel arrangements etc. With the SF draw being done in advance, the broadcasters can have the permutations worked out and the dates of the games can be confirmed a couple of hours after the conclusion of the QF second legs. Plus fans can provisionally book accommodation in advance which can be cancelled if necessary.
If a fresh draw was required for the SF, everything gets pushed back 24-48 hours and introduces new problems as the broadcasters start from scratch and people try to get travel organised at shorter notice.
