Correct. The sanctions were made public on or around the 6th of May 2014 (it feels much longer though for some reason) so how UEFA could sanction us on the figures released (eventually) in December which ran up until the 31st of May beggars belief.

Since then we've announced a raft of new, extended bonus based contracts which has lowered it (significantly?) again.

The club expects to be entering the 2015-16 season with no outstanding sanctions or restrictions.

For those who were trying to work out what we've spent this season the accounts added this bit:
29 - Post balance sheet events
Since the year-end the football registrations of Fernando (from FC Porto), Eliaquim Mangala (from FC Porto), Wilfredo Caballero (from Malaga), Bruno Zuculini (from Racing Club), Frank Lampard and Bacary Sagna have been acquired. The registrations of Javier Garcia (to Shakhtar Donetsk), Jack Rodwell (to Sunderland) and Emyr Huws (to Wigan Athletic) were sold. The net expenditure on these transactions was approximately £38.8m.

I will trust the information chucked my way that City's net spend, if all players they desire sign for City, will be £150m - £200m.

Depends who you listen to.

The people who told me are certain the club thinks they can when all income is totted up.

What people tend to forget, if I understand correctly, is this summers transfers will be on next seasons accounts spring 2016 so even if any new sponsorship deals don't get announced until later in the year or are dependant on who we sign then as long as the club are confident in next years income they can spend as much as they like in the summer.
 
The silver lining is that our overpaid non performers will be replaced with lower salaried younger triers
It may be sufficient to force the holistic approach after two years of false dawns
