Exactly,salary caps is a ridiculous idea.Does Hollywood need regulation? Is it an issue if The Rock gets $40m for a (s)hit movie that makes a profit?
It'll have to affect existing contracts if they directly target salary, otherwise its discriminatory.Again I'm assuming here but this won't affect existing contracts. With the original FFP contracts predating the start date were excluded if I recall correctly.

Just regulate debt then you catch everything. (Plus maybe sources of income, but not amounts). If you regulate wages for example you are interfering with the business model. Then you will find you are forced bit by bit to regulate the P and L line by line.
