I call bullshit. I was at the CSKA game and there were more than 36,000 there. I've also looked on the GMP site and found nothing whatsoever to corroborate your statement. I did, however, find that despite the rags claiming full houses there were 30,000 empty seats for the CL match against Cluj two seasons ago plus 20,000 empty seats against Braga and 15,000 empty seats against Galatasaray. And that was despite 55,000 season ticket holders being forced at gunpoint to buy tickets for these games. Oh, and the classic 42,000 empty seats for the League Cup game against Newcastle when they weren't.

Short story, yes.
Transfers aren't paid for like you'd buy something from the shop, instead they are paid for more like how you'd buy a house.
If we buy somebody for £100m over a 5 year contract, it is listed on our books that that person costs us £20m per year because transfer fee/contract = yearly cost.
So when we see we have £40m to spend on the books, we can spend £10m a year on 4 players which if they're all on 5 year deals would mean a gross spend of £200m in one window.
Obviously this doesn't include wages but it also doesn't include any other stuff like selling players who are already costing us X amount of money per year either.
