If FFP is enforced in England in its current form it will also destroy our football structure. Teams will continue to accumulate huge debts without any sanction but those that try to invest with their own capital will be punished. How will a team from the Championship get into the Premier League without a huge cash injection. The new TV deal will make this situation worse. The dunderheads who run football in this country like Dyke are just sleepwalking into a disaster. Why should we expect anything different? These fools have done nothing to improve the coaching structure for 50 years and that's why England are losers at international level. The people running football have always been governed entirely by self-interest. They simply don't care about football or football fans. They have accepted FFP because they themselves (Gill epitomises this attitude) believe they will be fed some personal scraps from the top table.
In fact the community-led revolution being carried out by City in East Manchester is the model that should be adopted throughout football...a public-private partnership between investors and local residents (via the City Council) that brings huge economic benefits for a local community.
This sort of project does not go down well with the money-grubbers (like the Glaziers and the Arsenal board) because there is nothing in it for them personally.

That's a good question and I honestly don't know the answer. My guess would be not, unless the conditional clauses were unlikely to be met. But I couldn't see any selling club agreeing to it unless the player had a bad injury record.

And to answer adrianr's point, they'd have to sell him before their year-end, which I think is June, for it to count.

The Luddites and asset strippers and greedy Americans have only eyes for the dosh, and it seems to me that this desperate attempt at protectionism , as you rightly point out , will ultimately lead to killing the golden goose.
Sadly , none of them can get their snouts out of the trough long enough to see it and by the time they do , it could be too late.
