I would guess that UEFA and the PL have enough on their hands after having to back down over sanctions to Real Madrid, Barcelona, etc. in the Super League affair. The little difficulty is that the PL acts as judge and jury with no appeal.
City would take them to court and win on grounds of unfairness.

So they've opted to be seen to be doing something, while actually doing nothing.
Whilst they leave it hanging they are actually doing something in that they are allowing the red shirts and their shills to continue propagate the "cheat" narrative.
That's why they will never, ever admit we've done nothing wrong.
And of course that will be because we've hidden it and our high powered legal team have done some voodoo.Exactly , we will never be cleared of wrong doing and their reasoning will be something like " couldn't find enough evidence " to persue the case.

The investigation is not designed to root out wrong doing, because there is none, and the Premier League knows it. It is designed to simply exist, because in so doing it satisfies the only stakeholder that matter, the red shirts who lobbied for it and huge swathes of the sports media who are in hock to the old order.
Remember these provenly false allegations date back to accounts in 2011/2012/2013. The PL have been happy to leave them out there because of pressure from LFC and MUFC who are happy to see City's reputation damaged. The PL is acting in bad faith.Spot on.

Is it similar to our UEFA fine. (IE. Fine, squad reduction, transfer ban)
