There is no upside to acting unilaterally and there is no problem waiting a few more weeks. But there is a potentially damaging downside: that the PL get their vote carried and then have to nullify it if the tribunal comes down on City's side.
If I was being cynical and, granted, not just a little judgemental, I would say just pushing forward brazenly and then dealing with the consequences later seems to me to be an American trait rather than a British one, so I can't help thinking the American-owned clubs are still calling the shots here for some reason.

They may still feel it is a bit of treachery by recent Panel members who now see UK law rather than PL decisions as the criterion they must observe.
