What I needed to know is, can winning this case in the best scenario, somehow help us in that 115 charges case.

Are they related in some way or just separate issues without any potential connections.
it does destroy the credability of the PL somewhat, its a loss they didnt want and could have done without
 


It's an interesting situation. Presumably, if the PL was suggesting some strengthening of the existing rules, so business as usual when the agenda for the meeting was sent out.

So what circumstances would lead to a last minute withdrawal?

I can only think of one. The PL got the judgement and/or reasoning document just before the meeting, or an advanced reasoning document for review before publication(wait, that's two, I'll come in again) and have come to the conclusion they are in trouble and so it's not business as usual.

Not sure Panja's minor success in the sponsorship database would lead to a change in PL plans?

Still quietly optimistic.

Can anyone else think of a different explanation for the sequence of events?
