Could this be reasonably taken to imply that the protagonists, City and EPL, are in discussion to find a mutually acceptable form of rules before the PL puts any proposed rule changes to the clubs ?

Reading between the lines it looks like we've had a result. We don't know if it was a scrappy 1-0 or if we battered them 5-0 or anything in between as of now.
