It's probably not possible to change the rule book immediately, so maybe each club were handed a temporary memo that said something along the lines of business as usual until next meeting and in the mean time any issues regarding APTs are to be put on hold until the next meeting, which would give the PL time to try and get their shit together.

Is that not because City are only challenging ammendments to the original APT rules which were introduced in February I think, where City abstained in the vote and warned the PL of a possible challenge.
