Three things occur to me:
1. the club knows which seats didn’t get used (for what ever reason) and an automated email could be sent reminding them each time of the ticket exchange benefits with a link to it
2. there could be some kind of reward system (rather than penalties). 5% discount if the seat is used every single game maybe? Or a free upgrade to platinum card?
3. getting the ticket to someone else may be difficult (say you are working away and didn’t think it through, for example). If City develop a mobile phone app for transferring the ticket for one game it would be very easy for a friend to go, even at short notice.
I have 2 east stand seasoncards and only missed a couple of games. My seats have never been empty though, as there are always people wanting them.
