Yes the law would have to change 1st. However if they can provide safe standing areas in Germany why can't they do it over here.

Not necessarily. The law is that each spectator must have a seat and safe standing can achieve that. Making sure people actually sit in them is a matter for the local authority under the guidance of the Sports Stadiums Licensing Authority.

i think we should build a kop like stand in the south stand imo.

Yeah but we aren't allowed to go ahead with the trials until the Premier League OK it, and they are still strongly opposed.

dont really get the point at the moment, we cant even seem to budge the season tickets(i know they will go but its taking there time)
