Definitely not a penalty. He has zero time to react, and his arms were down by his side and he didn't move his arm towards the ball. Lescott's, on the other hand (get it? God, I'm good!) was a penalty. Once you raise your hands like he did, you're dicing with danger.

If it was a penalty than defenders can no longer defend. As BH said, it was a hard deflection, Micah was bringing his arm down to his side, and it struck his arm as it was tucked down the right. There were no arsenal players on that wing and the ball would have gone out for a corner at best.

I am not exaggerating--if you began to call those as penalties what defending can be done anymore? Every defender would have to step out of the way of balls if they are coming toward them on either side, no matter how tucked they have their arms to the side. It would be ridiculous.
