From what I've read, Jorginho wanted to join us but Napoli forced the move to Chelsea over his objections.
It didn't sound that way when Pep was talking about him in the press conference

It seems that the media narrative has shifted - Jorginho prefers London over Manchester City and that was a big part of his thinking alongside the opportunity to rejoin Sari.

Pep hasn't given a reason.
The obvious clue imo was from his agent, who was saying all along that Jorginho was ready to sign for City as soon as the clubs agreed the fee. Suddenly the manager goes to Chelsea with no compensation payment & Chelsea pay a higher fee for Jorginho.

Pep made the point that Jorginho decided to go to Chelsea. And left it late. He could have worded it differently but chose to compare it to the Sanchez situation.
