The 70,000 stipulation was something introduced by Michel Platini in his days as UEFA supremo. Since Platini's fall from grace, UEFA seems to have distanced itself from that a little with minimum 60,000 capacity venues being fine to host the final. Prior to the pandemic, the three preceding seasons all fell into that category - Cardiff, Kyiv and Madrid (Atletico's stadium, not the Bernabeu).Lyon and La Cartuja are under 60k capacity so I suspect that would rule them out. I know they're only just under 60k but UEFA are on record as saying they prefer over 70k so I suspect 60k would be the absolute lower limit.
Last Champions League final at a stadium with a capacity below 60,000 was at Gelsenkirchen in 2004 - I haven't included our game at Porto last season due to the late change of venue and the restricted capacity that was in place.
