Isn't it common practise for the police to have to be convinced themselves before referring files to the CPS?

I interviewed him in 1968 for a student paper when he did a concert at my college. Nobody wanted the job and I lost the highest card decides. Found him quite engaging but he had a bald bespectacled bloke as a minder who was rather sinister. Shocked by this revelation as with some of the others.
