I think he is wrong to lump ourselves in with Spurs and Arsenal, as we're far closer to City and United in terms of our spending than Spurs/Arsenal, but I guess he is not wrong to point out that spending lots of money doesn't necessarily guarantee success, using City and United as examples of this, though I think it's a bit "captain obvious" from Conte on that front. Everyone is well aware that spending money alone brings no guarantees.
You are also right that some of the players City have bought have been investments in potential. If managed correctly, Sane, Stones, Sterling, Jesus etc will be helping you to success for years to come.
