If they clearly disagreed it was their public duty not to put standing on a podium ahead of saying this is wrong.
It's not their job to agree or disagree. Merely to inform as to the consequences of the policy proposals.
Vallance yesterday:

He's informing us of the consequence. That's his job.

is informing us that there are also consequences if we delay. He's not giving an opinion if it's right or wrong.
Johnson has used the presence of advisors as cover for highly unwise policy decisions previously, as the public, understandably, see their presence as support. It isn't necessarily so.
