The panel that will hear this case had nothing to do with the charge being brought.
But is there not some kind of body appointed by the league ,since it is their competition,to hear the ref's statement and issue any charges as they see fit , based on the evidence provided by the ref ( the ref surely cannot issue charges) , and then to hear the appeal (if any) , which again, the ref cannot surely do, and then decide on a punishment?

This is slightly confusing. I thought i heard someone say the league cup was different to league games. In this instance the referee makes the decision. He looks at the video evidence and if he would have given a red card if he had seen the incident then the player gets banned.

All club games in England come under the jurisdiction of the FA so there's no procedural difference between competitions.

Apologies if it's already been answered but like there was a deadline of 6pm today for the appeal, is there a time frame for the decision tomorrow to be announced?

In retrospective cases, the referee reviews the footage and makes the decision as to whether he would have issued a red card if he'd seen it or not. If he would, a charge is issued. The player can appeal, which is then heard by a three-man panel. 99% of the time they uphold the original decision.

How the hell can you defend something so blatantly vicious as that?

I defended balotelli, but when I look at his stamp now you can clearly see he meant to hurt Parker. I'm not defending Costas behaviour, I would be supporting him because I wouldn't want him banned for a few games. Deep down chelsea fans moaning know that Costa has been a tit but just can't take that he's going to be be banned for our game.

This whole 'he was looking at the ball' crap is irrelevant. There's such a thing as peripheral vision and spatial awareness. It's so obvious he meant it.
