Indeed.We used to have one but it was disbanded in the late 1960s. I've advocated on here before that a similar service should be reintroduced, particularly for mobilisation during emergency events (flooding/airport closures etc.), as we have a tendency to float between British muddling through and pulling together or at the other extreme deploying the military. How it could be funded is the trickier question.

It's a cop out to just say people would go back to normal.
If the government said the plan was to put a robust testing and tracing infrastructure in place and explained what the benefits were going to be of that, gave an honest time frame and explained why it's important we stay strong and wait, then you could argue people would be more inclined to stick to lockdown for the time being. It's the lack of any idea on time frames that is leading people to take matters into their own hands
