The Maltese Health minister said yesterday it would be accepted, I would be taking a printed copy just in case anyway!
That was yesterday people needed a paper copy (which took 5 days to arrive), they are accepting the app from 1st July

They have confirmed last night that they are not accepting the app and will not until at least August.
They only accept the paper one.
If you know better perhaps you could inform the govts, all the press and the British High Commission.
