The development referred to is where the old red rose press centre was which exactly the opposite side the large temp stand along with a dedicated 2nd ground north of Leyland.

The temp stand will be the last piece of jigsaw with every other stand being redeveloped first, along with the new hotel, press centre and point. The temp seating was there for the 2005 ashes but much smaller stand, and it was a huge red stand in 2013, which had less of an incline and was dreadful if you were near the back. Some people I know refused to go to internationals at OT after being in that stand.

They normally leave the bottom part and remove the back, I doubt they have planning for something so big on a permanent basis, and when they do build another stand it will have a much lower capacity. It is the same as formula 1 having temps stands for a weekend.
