So basically what I take from it is that they're quoting The Daily Mail article and denying that we have agreed a fee, yet it confuses me as the article continues as it proceeds to go on and say David Silva is free to negotiate his future. This one seems very confusing and up in the air to me.

Sounds to me like they have a basic understanding of a fee and the next step is to see if Silva is actually interested before progressing it further.

And of course, we won't in any way have already asked Silva, as we wouldn't have had permission to speak to him before would we... Honest.

It's not the same info as in the Daily Mail article (in fact it disputes it), and it does seem to say Silva has permission to talk to us.
Ah OK. I understand the article now. There have been informal talks with Valencia over the price, but no bid accepted, and in fact, no bid submitted. Silva has been given permission to speak with us, despite no fee being agreed. So presumably, City have said to Valencia "we'll be willing to pay £XX million for Silva, what do you say to that?" Valencia feel our intentions are close to their valuation of Silva, so they've let him speak to us. If we can convince him to join us, we'll then go in with an official bid and wrap it up. Or something like that.

So silva knows the craic, he's not said no to us yet (which is a good sign)

Or, he could be thinking 'right, let city make it obvious I'm available, then hopefully Chelsea will bid'. Until we have anything to offer other than money, players will use us that way, that's for sure.
 
The problem I foresee for Valencia, SalfordCityBlue, is that they have now openly admitted that we are in negotiations and potentially this could be bad news for us. The reason being is that now it is public knowledge if Chelsea are interested then he could potentially negotiate with them too if they are willing to do the same thing that we have i.e. speak approximate figures with them and then convince the player to come.

Thoughts?

Well it's just my opinion but i think chelsea know we would start a bidding war for silva and valencia would be more than open to this.

Silva could easily come out and say city thanks but no thanks, if i move to the prem it's chelsea or no move. Valencia would then have to accept a fee of around 25 mill ish.

I just don't think chelsea want it with us tbh...
