Either you have edited the quote, or the source your read it has. The chairman said that talks had been delayed because of another deal (on our part) that required urgent attention. If that deal is tied up then i dont see why this should take so long. Whats your theory for 2 weeks, if a player wants to sign and the club want to sell a deal can be done in a day. And whats to say the player hasnt already agreed a package ?? a deal is very advanced when two execs agree to meet in person
Hook, Line and Sinker.
I got the quote of Sky's website.

Valencia have confirmed that Manchester City have contacted them regarding the availability of David Silva.
Reports suggest the Blues are willing to spend up to £30million on the Spain international.
Valencia would find it difficult to snub such an approach, with their financial difficulties well documented.
They have already offloaded star striker David Villa to Barcelona, but further funds would be most welcome.
City are hoping to take advantage of the unfortunate situation at Mestalla, with money troubles not an issue at Eastlands.
Meeting
They have identified a number of potential targets, and Silva features prominently on that list.
Initial contact with Valencia has now been made, putting the wheels in motion, but formal talks will not take place until later in the summer.
"The news is true," said Los Che president Manuel Llorente.
"City got in touch with us to ask for a meeting, but then they informed us that they could not come and that they intend to do so a little further down the line."
EDIT:
Who says that a deal is far down the line when chief execs meat? i seem to remember when we opened negotiations with AC Milan for Kaka we had our full strength negotiating team there.
And the player won't have agreed a deal because Valencia havent yet accepted any offer from us, because we haven't been in negotiations with them yet. If he had agreed a contract it is because city have tapped him up.
