It is very clear to me what they are saying. Wolfsburg and City have agreed to reach an agreement about agreeing to agree on a deal but they are yet to agree exactly on what they are going to agree on when they do agree.

Wolfsburg are playing a dangerous game unless they know another club are sniffing and they are hoping to raise the price at the last minute. They can keep him this transfer window and hope he has another outstanding season and they have three or four clubs scrambling to buy him in January or in the summer.The gamble with that is if he has an average season then his stock falls and he will be labelled a one season wonder and there are no takers.Their choice.

There is no game it's just the negotiations are ongoing it will be the small technical parts of the agreement

Same gamble as we are making though. If we buy him and he has a stinker, we'll have overspent. If he has a great season, the price won't seem bad at all.
