This is a perfect example, like his last tweet, of clever wording to make it seem like he knows what's going on without opening himself up to the possibility of being proven wrong. If it goes through, the last fine details were sorted out, if not, those fine details he mentioned scuppered the deal. The deal would have to be announced pretty much as soon as he posts the tweet and even then people just delete them.
