Why though? he has 2 years left! as do the club. Ask to leave, or continue as you are for 2 more years. If someone makes a bid, the club will evaluate it. if they don't, carry on.
You don't let players go into the last 12 months which effectively means 2 years is the limit with transfer windows in place.
 
Maybe because he doesn't believe they will pony up. If he says I want to go, they put £60mil down and City say fuck-off, he is then in a very difficult position. Sane is a £80mil - £100mil player at this stage. The £ being in its boots may help Bayern but I don't think it will help that much

Bayern do not have a track record of paying that sort of money. £60mil is more their market, that s why I can see it being good for everyone for this to happen in 12 months

By that logic, we'd be booting out gundogan right now, and silva, dinho, and would have got rid of kompany and zinchenko and walker the last season, and stirling as well.
Sure, if someone makes an offer that is appropriate, and the player wants to go there, the club can decide if its worth their gamble or cash in. But, neither has happened yet in this case, so cant force him out, and why would you when he's a terrific player.

I am certain the club has had a word with Gundogan about signing a renewal, because if he David Silva, Ferna and Sane leave in 12 months time and we get a ban we are going to be in on hell of a mess.

Well its really good that you have thought about it all, because I don't imagine anyone at the club has, because we never plan ahead like other clubs not so far away in a neighbouring borough do.

If City accepted an offer, he would leave.
Bayern are the problem, they are just pretending to their fans that the issue is Sane as they don't want to put the cash on the table. Sane is a contracted player to Manchester City and Bayern would like to buy him. Sane has no obligations whatsoever, particularly as it could make his own position at City untenable(from a playing perspective, not that it would force City to sell)

If I was a betting man, I would put £500 on Bayern not putting the money down. Put down £80mil to £100 mil and he is theirs, it's pretty straightforward
