So essentially guess work just like Eni then... Can't see the difference myself. :-)
1 - football team bids maximum they are willing to pay for a player they like and that they know is willing to join them
2 - Arteta rings Pep and asks if City wouldn't mind doing all the legals and due diligence to bid for a player they don't want, as that will convince Arsenal's board to place a higher bid for a player apparently only they are bidding for and we can therefore help out closest rival from last season to strengthen and we do it, despite it pushing the limits of legality and, I suspect, several PL rules.

Yep, no difference, toss a coin for which one of those is most likely
 
Meh, not bothered at all with Rice going to them. Didn't ever felt like we were 100% into this signing.

Good player no doubt, but a little way too overrated and overpriced IMO. With all that hype, you'd think Arsenal's trying to sign prime Iniesta.

And they’d be right.

Jack was not worth 100m and neither is Rice. There’s a hefty England tax in those numbers. Like Jack though, there’s maybe other elements to the fee that we were prepared to pay and that the Arse are prepared to pay for Rice.
 
Based on what? Lavia was deemed not good enough last year not to be part of the squad and now it looks like all of the top 6 are interested in him including us.

These kids need to be given a chance in an around the squad for a season, they can’t be any worse than the likes of Philips or Gomez.
Based on the fact he's been at Sheffield United on loan. Not the best of signs. And Lavia isn't good enough also. Players like Rodders are one of a kind but if we're to bring in a deputy the drop off in quality can't be as stark as a Doyle/Lavia.
