If Rice will only go to Arsenal, Arsenal are desperate for him and West Ham are happy to sell for the fee they've stated all along then logically it should be done already.

IMO from what I’ve read (ie not ITK), Arsenal haven’t bid the fee that WHU have stated and the terms are also not to WHU liking. That’s what is delaying it, not Cit’s alleged interest. City may have asked to be kept informed, which has in turn been used by WHU to try and extract the fee/terms they want.
