Wouldn't he have been on one of his parents passports until he turned 16?
 
Children have to have their own passports now, they cannot be on their parents. Before 1998 he could have but it would have had to be an American passport if so because he wasn't entitled to a British one, or to have been on a British one as he isn't a British citizen.

Furthermore if he is as computer illiterate as he claims how come he has a US passport now?

Did his Mother enter the UK on her American or British passport?
He would have had to be on one of them, he wouldn't have had his own.

Why wouldn't he have been issued a US one at his mother's request?
He would be entitled to one.

Once he was in the country he might not have needed one.
If he hasn't been on holiday etc.
This does sound very very fishy.
 
He has a US passport

He has used it several times until a passport check at an airport revealed he didn't have the appropriate visa to go with it.

This was a "jobsworth" apparently!

Correct. He's had about 30 years to formalise his status. Is he a rag by any chance?

He won't need a petition anyway as he will no doubt get the required help to lodge a successful appeal.
