Not clear really. A lot of guff about building trade relations with turkey - a waste of time if turkey gets full EU membership.

It is not Government money at all is it? Just Government backing if things go wrong the Gov are underwriting it, but you have to meet a high bar to get any money from them, demonstrating you have done everything possible to get the money owed from a debtor.

can't be the unlawful bit thats spooked them - I mean they have broken international law with impunity so a bit of local labour laws is nothing - I guess Horace and Hilda in Surbiton acting up over their ticket office closure would be a bigger issue for them

I think there's some truth in that. The Tories I socialise with have a very nostalgic view of how the railway should run.
