I would like to know the circumstances but if it's head was ripped of i would assume the other dog was a powerful breed and probably off the lead and owned by a pillock.

As mentioned though this stuff does happen, last night i rotty got torn up by my dog because it's female owner was fucking useless and had no control over it.
(my dog was leashed and under control btw)
She just froze and went into shock, no way should she have that dog off a lead.
Look to the owners before the animals is my point in short.
