It's not that the people in question don't have an address. The old rules were that individuals needed valid form ID and an address. The electoral commission changed the rules to specify that everybody should have a street address on their ID. However, the majority of Native American's have only a reservation name and a PO Box, but no street name. This would automatically preclude them from voting under the new rules.Do you need an address to vote in the UK? or any other country?
