There was no such commitment. Application to NATO is open to any sovereign nation wishing to protect itself. Yes , including Russia! Ukraine unilaterally gave up it's nukes in return for non intervention from it's powerful neighbour. As we have witnessed that country's word under this tyrant was never worth the paper it was written on. Thus during the Putin regime the Ukrainians began to realise where their best interests lay and began their realignment further prompted by the annexation of Crimea.Jim, when the Berlin Wall came down, NATO signed up to an agreement to "not take a further step east".
This meant The Soviet Union, as it still was at that moment in time, didn't want any NATO encroachment onto it's territory.
There were no issues with Russia for many years other than posturing by both sides.

If the late John Pilger had this figured out before he passed away, then that's good enough for me, coming from an indisputably honest and decent man.

It's both.Whether you are aware of this or not - the use of “the Ukraine” is advocating for the Russian position. It is Ukraine. A sovereign nation. Not “the Ukraine” as in an undefined region without fixed boundaries ala “the Balkans”.
I would normally let this go but in the context of the rest of your post I think it suggests that you’re either lacking knowledge about the situation that you seem to think you have, or that you have unwittingly swallowed Russian talking points.

The agreement that many people say heralded the end of the Cold War was the 1987 INF treaty which was an arms control treaty that made no reference to NATO expansion. Any one of 5 countries could have vetoed any specific detail to derail things, but not one of them did. They were all happy to sign. The trouble is, The American Industrial War Complex, is only interested in profits. The people that are driving this don't give a shit about Europe or its population, because they are out of harm's way in splendid isolation.
Trust me, look for the information and you will find it. If the late John Pilger is on the record with it, that should be proof enough.
