Will not be officially announced until 3rd party rights (50% of fee) are agreed, especially with the FA.
As far as I know, from City perspective there's no need to agree rights with third parties. Benfica owns 100% of the player's economic rights as stated in their last financial report. The 50% is a sell-on clause that Benfica has to pay to third parties.
