There’s no 100% proof but my instinct would be to keep the goalie on as he’s been facing their shots.
The problem is that when it gets to penalties often some of your better penalty takers aren’t on the pitch. It’s often an advantage for the team that comes from behind to equalise as they will have made attacking substitutions whereas their opponents will have probably made more defensive subs.Ortega. Sorry Eddie but Ortega is better at penalties and can spend 120 minutes getting mentally prepped for them.
Other question is who do you want taking ours? For me it's;

Stones
Gundogan (if still on)
De Bruyne (ditto)
Alvarez
