It sounds like a technical limitation being spun as a necessary measure.

He's trying to get off Google Web Services and move to (I think) AWS. The contract with Google expired yesterday but he hasn't moved everything off it apparently & won't pay them. So, unsurprisingly, they've throttled Twitter.
