I don't think his form has been bad. He's just been unable to get a run of games due to injury. When he's played he's been pretty consistent IMO.
You're going to struggle to justify his inclusion based on form in comparison to Saka, Palmer, Gordon, Bowen and Eze as examples. There's more to Jack than the goals and assists column of course, as shown with his performance at Palace. I would take him because I think the control he brings is important, particularly in tournament football where you need to have different options. No one else can do what he does. Grealish-Foden-Palmer as a combination isn't going to lose the ball very often. And he's won the lot and that experience of playing in the big games is vital in a squad that is largely full of losers.
