Saka has more strings to his bow and is younger. They are close in quality but for me Saka edges it due to those 2 things.

Saka miscontrolled the ball three times with three consecutive touches, in a five minute spell at the start of the second half. The first, fortuitously went to Kane. The other two lost England possession. Technically, Saka is nowhere near Foden's level.
