He can stand in for the King but he won't. Harry is in the same boat.
William, Edward, Ann and Beatrice can do it too. The top six royals in line who are over 21.

The authorities keep an absolute lid on these things if royals are at risk - look at the Jill Dando situation.
She was professionally executed on her doorstep for attempting to expose Saville while he was princes Charle’s best mate, and the 2 were hanging out together as thick as thieves.
It nipped the exposure of Saville in the bud and sent a clear warning to anyone else thinking of calling out a paedo who was well in with the queen’s boys.
Once Saville was dead and couldn’t testify the risk diminished . . in the same way that Epstein was never going to allowed to testify and nail the big names.

She is the one Johnson got pregnant years ago and who he forced to go and get a mortgage - she also doesn't seem to be concerned that Maxwell was actively trying to procure her for old men's uses too - I don't know what air they breathe but it seems to fuel permissive sexual proclivities whilst they preach morals to others. That guy who organised orgies for the wealthy is now back in number 10 making decisions but it will still be poor single mothers on benefits who get the blame for everything.
