If the British government did not have too much of an issue with work permits in this country for foreign players then I have no doubt some of these great promising talents from South America will be in the squads of Enlish teams.

Makes you wonder if there is any real point in having scouts in South America for youth players.

That just sounds like a bad excuse for us not producing our own top class players.
We can put players out on loan to leagues in Sweden and shit like that until they are eligible for work permits.
If we had found Cavani as a teenager and recognised how good he would be, he'd be playing for us after having gone out on loan to another European league in a country that don't have such strict rules for work permits. But we didn't, because that's not how our club works (But I do hope we start to be more like that soon)

Problem is most of these top players aren't interested in playing in Sweden when they can play at a higher level in front of friends and family.
 
if this is just a Mancini transfer I don't think it'd be as likely as if it's a player that Txiki wants

I believe I read somewhere that Barcelona were tracking him for the youth team a few years back. Something like that.

He was one of top rated youngsters in Argentina

He still is! Not in the latest Argentina squad but there are some ridiculous inclusions.

I feel he could become a really good goalscorer despite playing in a wider position similarly to Ronaldo although not that good.

I am sure he is good, but I am not sure if he is good enough to be in the starting Eleven for City.

Well you do raise a good point there. I suppose it's the FA's way of trying to keep more English players in the game.
