Dortmund would not be privy to Haaland's personal terms with any other club, he would make it none of their business, outside of the known cost of the £65m buy out.

Like most of the shit cycle, he's read it somewhere that Haaland is to be paid XYZ.

The important thing to remember is that Sammer is playing to the Dortmund fan audience. He has to hype up the "ridiculous" sums of money City are supposedly offering Haaland in order to minimise the criticism the club get for not being able to hold on to him.
