No need to make an offer just pay the release when it kicks in, which will be the end of the German season.

You can make a formal offer for whatever you want whenever you like and I imagine that’s fairly universal in the wider sense.

Re professional football specifically; there are no rules that exclude an offer being made by anyone to anyone though there are rules about when players can be registered and when offers ‘must‘ be conveyed to players by owner clubs subject to offers meeting an agreed sale price criteria.
Having said that, if all parties agree then there are no exemptions other than registration windows.
And, of course, visas & work permits so that registered foreign players can play.

In short; if everyone wanted it to happen then contracts could be signed yesterday . . though player registration requirements limit registrations and, beyond that, visas can limit access and work permits limit active employment.
