So am i right in thinking there is more concrete terracing to be added to the front of tier 3.

Turns out behind those walls there will be a furniture store, the (existing) Box Level stairs and a side room of the main Legends Lounge space

I doubt it, just the seats need adding, I'm not sure the retaining wall is complete yet.

Ignore that, hadn't really studied the picture that closely.
