No it's an assumption based on capital flows and forex trades and all the sources of information being aggregated.I think the country is assuming that a high turnout means more remain votes I wouldnt count on it and still think we may be in for a surprise
Not with total certainty but, given the amounts at stake, they will be using incredibly sophisticated modelling techniques and computing power. Anything to minimise the risk of what the markets hate the most - i.e. surprises.

He might have down beat poll station workers phoning him from every booth in the country. He will know roughly if turnout is high in "in" areas or "out" areas. They will have panels of undecided voters they worked with who have decided. with 46 million voters and say 50% turnout how can they predict the outcome when every vote counts ?
I would suspect that hedge funds and institutional investors with billions to make it lose would be wanting to be fairly confident .i hope not the same incredibly sophisticated techniques that have been proved wrong in the past
